Until recently, social housing in Ca Mau meant low-rise townhouses. The An Xuyen social housing project on lot N2-4, An Xuyen Ward, is one of the first to bring apartment blocks to the province. Approved in September 2025 and developed by Son Trang Construction JSC of Thanh Hoa, it has two 12-floor blocks (about 42 m tall) and two 3-floor parking buildings on just over 1 hectare. Official reports put the number of apartments at about 526–565, with total investment of more than VND 505 billion. Completion is planned for Q1 2028.

Location

An Xuyen Ward covers much of the former central Ca Mau City, where most of the province’s jobs, schools and hospitals are. Several other social housing projects, including the low-rise Dream House scheme, are also in An Xuyen.

Timeline

  • Q1–Q3 2026: technical and social infrastructure
  • By Q1 2028: completion of both apartment blocks and acceptance for use
  • Operating term: 50 years from investment approval

Who can buy

This is a social housing (nhà ở xã hội) project. Units can only be bought by people who meet the government’s criteria – for example income limits and not already owning a home in the province – and buyers must apply through the developer with paperwork confirmed by the authorities. Foreigners are not eligible. Social housing generally cannot be resold on the open market within five years of full payment, so it is a home to live in rather than an investment.

Pros and cons

  • Pros: central location, apartment format with shared parking and play areas, part of a wider social housing push in Ca Mau
  • Cons: eligibility rules, completion in 2028, unit count not yet final

Who An Xuyen social housing suits

An Xuyen social housing suits workers, public servants and young families in central Ca Mau who qualify for social housing and are comfortable living in an apartment block.

Living in Ca Mau

Ca Mau is Vietnam’s southernmost province and, since 2025, also includes Bac Lieu. The provincial centre is a river city built around canals, seafood trade and the gas-power-fertiliser complex at Khanh An. Living costs are modest, and the Can Tho – Ca Mau expressway is shortening the trip to Can Tho and Ho Chi Minh City.

The province has set a target of more than 4,700 social housing units by 2030, and apartment blocks like An Xuyen are part of a shift away from purely low-rise housing in the centre.
