Vinhomes Saigon Park is a new Vinhomes urban area of about 1,080 hectares in the north-west of Ho Chi Minh City, in what used to be Hoc Mon District and is now Xuan Thoi Son Commune. It is planned as a complete city in its own right: a university zone of more than 150 hectares, a VinWonders water park, a 36-hole golf course, a forest park and over 70 smaller parks. For the north-west, which has long lagged behind the east and south of the city in large-scale planned housing, it is the most significant project in decades.

Why the north-west, and why now

For years, most of Ho Chi Minh City’s big township projects went east (Thu Duc, Thu Thiem) or south (Nha Be, District 7). The north-west – Hoc Mon, Cu Chi and the border with Long An and Binh Duong – remained mostly low-rise housing, small factories and farmland. That is changing as the city invests in infrastructure on this side:

  • Ring Road 3 passes through the area and links it to Binh Duong, Thu Duc and Long An without going through the centre.
  • National Highway 22 (Xuyen A) connects to Cu Chi, Tay Ninh and the Moc Bai border gate and is the main artery into the city.
  • Metro Line No. 2 (Ben Thanh – Tham Luong) is under construction, with an extension towards the north-west in the city’s long-term plan.
  • Tan Son Nhat International Airport is within a reasonable drive, which matters for business travellers.

A large, master-planned township is the kind of project that turns a peri-urban district into a city neighbourhood. That is the bet buyers make here.

The master plan

Vinhomes Saigon Park follows the developer’s “city within a city” model, scaled up. Its most distinctive feature is the university zone of more than 150 hectares, which is intended to bring education institutions, students and staff into the area and create year-round demand for housing and services. Around it, the plan combines:

  • A VinWonders water park as a regional leisure destination
  • A 36-hole golf course with fairway-facing villas
  • A forest park and more than 70 parks of different sizes spread through the residential zones
  • Schools, healthcare, a commercial centre and internal transport in the familiar Vinhomes format

As with every Vinhomes township, the final mix and timing are decided in phases. Treat illustrations and brochures as intentions, and base decisions on what has actually been approved and launched.

Product types

Early phases typically focus on low-rise products – townhouses, shophouses on main boulevards, and villas near the parks and golf course – with apartment towers following later. Low-rise units in Vinhomes townships are sold with long-term ownership for Vietnamese buyers and are usually handed over as shells with a finished façade, so budget for interior fit-out.

Who is Vinhomes Saigon Park for?

  • Families who work in the north-west, in Tan Binh, Binh Tan or near the airport and want a house with space rather than an apartment in the centre.
  • Long-term investors who believe in the growth of the north-west and the effect of a university zone and regional leisure attractions.
  • Business owners looking at shophouses along main roads that will serve a large future population.

It suits people with a horizon of several years. Like any new township, it will take time for shops, schools and residents to fill in.

Buying in the early phases

Buying early in a Vinhomes township usually means the lowest entry price and the most flexible payment schedules, often with bank support and discounts for faster payment. The trade-off is waiting: you pay while the infrastructure is being built, and the neighbourhood takes years to mature. To buy sensibly:

  • Read the sales contract carefully, especially the handover timeline, penalties and what is included at handover.
  • Ask which amenities in your phase are committed and when they are expected to open.
  • Compare total cost, including interest on any bank loan, not only the headline price.
  • Choose a unit you would be happy to use yourself, not only to resell.

Renting at Vinhomes Saigon Park

While the township is in its early stages, the rental market will be thin. Demand is expected to grow as residents move in and, especially, if the university zone attracts institutions. Investors should plan for a period with limited rental income and price expectations accordingly.

How it compares with other Vinhomes projects

Vinhomes Saigon ParkAbout 1,080 ha, north-west, early phases, university zone and golf course
Vinhomes Grand ParkAbout 271 ha, east, largely built, mainly apartments
Vinhomes Green ParadiseAbout 2,870 ha, coastal Can Gio, resort-style township
Vinhomes Green CityAbout 197 ha, Hau Nghia (Tay Ninh), low-rise focused

Saigon Park sits between Grand Park and Green Paradise in scale and between Green City and Grand Park in distance to the centre, which is why it is getting so much attention from buyers in the western half of the city.

Living in the north-west today

It helps to know what the surrounding area is like now, not only how it will look in ten years. Hoc Mon is a mix of traditional markets, small workshops, garden houses and fast-growing residential streets. Daily costs are lower than in the inner city, food is excellent and local, and there is still a lot of greenery. On the other hand, international schools, hospitals and large shopping centres are mostly further in, towards Go Vap, Tan Binh and District 12.

A new township changes that balance, but gradually. Early residents usually commute to work and to school for a while, and lean on the township’s own facilities as they open one by one.

Questions to ask the sales team

  • Which phase is this unit in, and what is the committed handover date?
  • Which roads, parks and amenities around this unit will be finished at handover?
  • What are the management fee and the expected fit-out cost for this product type?
  • What are the rules for renting out or reselling before and after handover?
