Quang Ngai Trade Union Social Housing

This Quang Ngai social housing project at the Quang Ngai Trade Union institution site in Tho Phong Commune is one of the largest apartment schemes in the province. Approved by the provincial People’s Committee at the end of 2025, it covers about 2.57 hectares with three 12-floor blocks and roughly 1,209 apartments for some 3,000 residents. The investor is Saigon Thuan Phuoc Green Real Estate JSC, working with VJCO Group, and the total investment is close to VND 1,100 billion. Completion is planned for Q4 2028.

Tho Phong lies north of Quang Ngai city near the Tinh Phong industrial park, where many of the province’s factory workers are employed. The project is aimed at these workers and other low-income residents who need affordable housing close to their jobs. A separate 603-unit Trade Union social housing project is also planned in the same commune.

Who can buy

This is a social housing (nhà ở xã hội) project. Units can only be bought by people who meet the government’s criteria – for example income limits and not already owning a home in the province – and buyers must apply through the developer with paperwork confirmed by the authorities. Foreigners are not eligible. Social housing generally cannot be resold on the open market within five years of full payment, so it is a home to live in rather than an investment.

As the project is at an early stage, prices and the application window have not yet been announced. Follow notices from the Quang Ngai Department of Construction and the developer, and prepare your eligibility documents early.

The province has a target of more than 8,000 social housing units by 2030 and is giving priority to homes near industrial areas. For workers who currently rent rooms near the factories, a nearby apartment with a kindergarten on site can make daily life much easier.
