City Garden is a garden-style apartment complex at 59 Ngo Tat To Street in Binh Thanh, about 10 minutes by car from District 1. It was developed by REFICO, designed by PTW Architects of Australia, and has six curved towers with roughly 917 apartments on a 2.29 ha site. Around three-quarters of that land is gardens and pools, which is rare this close to the city centre. The last tower, The Crescent, was handed over in 2018, so every unit today is a resale or a rental.

In November 2026, one-bedroom apartments rent for roughly VND 18–26 million a month, two-bedrooms for VND 25–42 million and three-bedrooms for VND 50–70 million. Resale prices run from about VND 7.4 billion for a one-bedroom to VND 19 billion for a large three-bedroom. See the City Garden apartments for rent and City Garden apartments for sale pages for what is available right now.

Location

Ngo Tat To is a quiet side street between Xo Viet Nghe Tinh and Dien Bien Phu. From the gate it is about 3 km to Ben Thanh and Nguyen Hue, around 10 minutes outside rush hour, and a similar drive to Thu Thiem across the Thu Thiem bridge. Vinhomes Central Park and Landmark 81 are a few minutes east, and Tan Son Nhat airport is roughly 20–30 minutes away depending on traffic.

That is why City Garden comes up so often when people search for an apartment for rent near District 1: you get a short commute without living on a loud main road. Day to day, residents use the shops and cafés on site, the supermarkets on Dien Bien Phu, and the Japanese restaurant streets around Le Thanh Ton in District 1.

The towers

The six towers were built in two phases. They share the same gardens, but differ in age, height and finish, and that difference shows in the price.

Avenue tower

The lowest tower in the complex, at about 20 floors and around 75 m. It belongs to phase 1 and mixes one-, two- and three-bedroom layouts. Because it is lower and older, Avenue is usually where the more affordable rents and resale prices sit. Many units look straight over the pool and gardens.

Boulevard towers (B1 and B2)

Two phase-1 towers of up to about 29 floors and around 110 m. Lower floors (2–16) and upper floors (17–29) have slightly different plans, and the top floors hold the original penthouses. Boulevard is the tower most people mean when they talk about the “old” City Garden, with plenty of furnished rentals and pink-book resales.

Promenade towers (P1 and P2)

The phase-2 towers, opened for sale in late 2015. At about 113 m they are the tallest in the project, and higher floors get open views toward District 1 and the river. Finishes are newer, so rents and asking prices are typically a step above Avenue and Boulevard. Several Promenade units are sold with foreign quota.

The Crescent

The final, elliptical tower, with about 160 apartments on roughly 28 floors, handed over in 2018. Units range from about 65 to 145 m² and come with the newest lifts, lobby and fit-out. The Crescent sits next to the 50 m pool added in phase 2.

Apartment types

TypeBedroomsSizeGood for
Soho1About 60–73 m²Singles and couples
Cosmopolitan2About 82–117 m²Couples, small families, shared rentals
Metropolitan3About 136–160 m²Families, expats with a home office
Penthouse / Pavilion3–4About 256–355 m²Buyers who want space and a private terrace

City Garden Soho apartments are compact one-bedrooms with an open kitchen and a balcony, and they are the most rented units in the complex. Cosmopolitan two-bedrooms usually have two bathrooms and a separate laundry corner. Metropolitan three-bedrooms are the classic family unit, with two or three bathrooms and the longest balconies. Floor-to-ceiling sliding doors are used throughout, so even mid-floor units get good light.

Penthouses

The penthouses sit on the top floors of the Boulevard, Promenade and Crescent towers. They are large, often over 250 m², with wide terraces and views across the city. Very few come up for rent or sale in a given year, so prices are quoted case by case. If you want a City Garden penthouse for rent, tell us your budget and move-in date and we will check what owners are willing to let.

Views, including Landmark 81

Views depend mostly on tower and side. East-facing units on higher floors of Promenade, Boulevard and The Crescent look toward Landmark 81 and the Saigon River, and those listings tend to advertise the view. South-facing units point toward District 1. Lower floors and the inner side of each tower look over the pool and gardens, which many families actually prefer. When you compare listings, ask for the floor and the direction the living room faces.

What you get

  • About 17,500 m² of landscaped gardens and lawns
  • Two outdoor pools, including a 50 m pool from phase 2
  • Gym and residents’ clubhouse
  • Children’s playgrounds
  • Minimart, cafés and restaurants on site
  • Basement car and motorbike parking
  • 24/7 security, card access and CCTV

Prices and buying

Asking prices have climbed in the past year. Most resale listings in late 2026 sit between about VND 105 and 132 million per m², with newer towers and high floors at the top of that range.

Most resale units already have a pink book (long-term ownership certificate for Vietnamese owners). Check the name on the book, any mortgage, and the outstanding management fees before you pay a deposit. Browse current City Garden apartments for sale, including 3-bedroom units for sale.

Foreign quota ownership

Under Vietnam’s Housing Law, foreigners can own up to 30% of the apartments in each building, for 50 years from the date the certificate is issued, with the option to extend. City Garden was sold long ago, so the practical question is whether the specific unit you like is already registered to a foreign owner, or whether that tower still has room in its quota. A handful of resale units are advertised with foreign quota, mostly in Promenade and Boulevard. We confirm quota status with the management board before you commit.

Most rentals are fully furnished, with beds, sofa, kitchen appliances, washing machine and air conditioning in every room. Check whether the rent includes the management fee; many owners quote it inclusive, some do not. Long-term lease

The standard is a 12-month lease with a two-month deposit and rent paid monthly or quarterly. Six-month leases are possible with some owners at a slightly higher rent. Foreign tenants need their passport and visa, and the owner or agent registers your temporary residence with the ward police.

Short-term rental

Ho Chi Minh City banned Airbnb-style stays in residential buildings in early 2025, then reopened them in 2026 under tighter rules that require registration and the building’s agreement. In practice, each building’s management board still decides how short stays work. If you need one to three months at City Garden, ask us for owners who offer monthly furnished contracts rather than nightly bookings.

Running costs and management fee

Owners pay a monthly management fee based on the apartment’s floor area; it covers security, cleaning, gardens, pools and lifts. Tenants usually also pay electricity and water at official rates, internet, and parking: a motorbike space is modest, a car space considerably more and often on a waiting list. Ask for the latest fee notice from the building when you view a unit, because rates are reviewed from time to time.

Pros and cons

  • Pros: very large private gardens for a central location; quiet street; about 10 minutes to District 1; wide choice of furnished units; established expat and Japanese community
  • Cons: older phase-1 towers show their age in places; car parking is limited; rush-hour traffic on Xo Viet Nghe Tinh; few true penthouses on the market

Who it suits

City Garden works well for expats working in District 1, Thu Thiem or around Landmark 81 who want greenery and space without a long commute, and for families who want their children to play outdoors safely. For buyers, it is a mature, fully handed-over project with a steady rental market among foreigners.
