Who can buy or rent

Social housing in Vietnam is reserved for eligible buyers, mainly low- and middle-income workers and civil servants who do not already own a home locally, with income caps and paperwork set by law. Resale is restricted for the first years, and foreign nationals cannot buy. Rental of social housing directly from the developer follows the same eligibility rules.

Resale market

Units whose resale restriction has ended trade on the open market at prices far above the original social housing price, so check the certificate status carefully.

Checks

  • For a first purchase or rental, apply through the official Department of Construction notice.
  • For resale, confirm the certificate allows free transfer.
  • Check furnishing and building maintenance.
  • Foreigners cannot buy social housing.
