Amenities
HH Linh Dam is a cluster of 12 high-rise apartment towers in the Linh Dam area of Hoang Liet, south Hanoi. Grouped into four sets, HH1, HH2, HH3 and HH4, each with blocks A, B and C, the towers stand 36 to 41 storeys high and have been home to residents since 2015.
The project was built by Dien Bien No. 1 Private Construction Enterprise, part of Muong Thanh Group, and is known for its very low prices and very high density: around 9,000 to 10,000 apartments with tens of thousands of residents on a site of about 4.2 hectares. It is also known for a serious legal problem. Hanoi inspectors concluded the towers were built well above the approved height, and as of late 2026 apartments still have no ownership certificates.
We list HH Linh Dam because many people look for affordable rentals here. If you are considering buying, please read the legal section below and talk to us before paying any deposit.

Location
The complex sits between Nguyen Duy Trinh and Linh Duong streets, overlooking Linh Dam lake. Ring Road 3 and the elevated expressway are close, so driving to Thanh Xuan, Cau Giay or the city centre is direct, though local roads become congested at peak times because of the population density.
After the 2025 reorganisation, the address is in Hoang Liet Ward.

Apartments and daily life
Most apartments are compact one- to three-bedroom units of roughly 45 to 77 m2. Ground floors house markets, shops and services. Lifts and parking are frequently busy, and some buildings have restricted where electric vehicles can be parked; ask the building management about current rules.
Renting at HH Linh Dam
Rents are among the lowest for high-rise apartments in Hanoi, which makes the complex popular with students and young workers. Inspect the unit carefully, test water pressure and lifts at peak hours, and agree the deposit terms in writing. Tenants are less exposed to the title issue than buyers, but you should still check that the landlord is the person named on the purchase contract.

Legal status: read before buying
Hanoi’s inspectorate concluded in 2016 that the towers exceeded the approved 27 storeys and the planned population. Ten years after handover, no apartment has received an ownership certificate. In 2026 the city collected residents’ views on options for handling the violations, and press reports mention proposals such as returning apartments for a refund or swapping to units in another urban area.
Until the city announces a final solution, buying here means buying a purchase contract without a pink book, with uncertainty about the outcome. Banks rarely lend on such units. If you still wish to proceed, get independent legal advice.
